The Sonoma Wine Garden is located on the top level of Santa Monica Place. The rooftop bar has indoor and outdoor seating. The views of the ocean are stunning and if you time it right, you can catch a beautiful sunset.
I was there with a group that had reserved a section outdoors. They did the ordering and a steady stream of amazing food kept arriving. Service was excellent. We were all very satisfied by the time we left.
